Electricity Rate Review: Chamber Submission Informed by Member Feedback

The Chamber has been a strong and consistent voice for transparency, predictability, and sustainability in property taxation. Our letter to Saskatoon City Council in April 2025 received unanimous support, directing Administration to explore the development of a comprehensive property tax policy that goes beyond annual rate setting, grounded in fairness, predictability, affordability, and competitiveness.
Discussions have begun to act on the proposal and Administration has agreed to advance this work.
The Chamber’s recommendations included:
• Clear principles and targets for residential vs. non-residential tax ratios
• Long-term stability and transparency, including phased-in tax changes
• Predictability tools such as tax caps
• Targeted small business relief, including a small business tax subclass
• Defined “ranges of fairness” for tax ratios, informed by other jurisdictions
We are encouraged that Administration is open to collaborating with the Chamber to get this work underway, starting with gathering input from Saskatoon business owners and other affected stakeholders. Formalizing a “Made-in-Saskatoon” tax policy will help reduce volatility, improve predictability, and provide greater certainty for all Chamber members in the years ahead.
