Establishing Saskatoon and Saskatchewan as a leader in red tape reduction
The Chamber has brought forward an initiative to both the City of Saskatoon and the Province, highlighting an opportunity to streamline permit approval processes, reduce unnecessary delays, and help businesses focus on growth. This approach was recently introduced by the Government of Alberta, which aims to eliminate certain permits and simplify processes for others. Given its potential benefits, we believe a similar model could be highly effective in Saskatoon.
At the core of this initiative is the “Automatic Yes” toolkit, which includes the following key approaches:
- Code of Practice (COP) – Eliminates the need for formal permit applications for low-risk and routine activities. In these cases, businesses may only need to notify the government before proceeding, rather than waiting for approval.
- Permit By Rule (PBR) – Applies to slightly higher-risk activities where notification is still required, but additional technical documentation may also be submitted. Businesses can begin operations without waiting for a formal permit.
- Shot Clock – Introduces firm deadlines for government decision-making on permits. If an application is not processed within a set timeframe (e.g., 90 days), it is automatically approved.
By implementing these measures, Saskatoon can reduce red tape, allowing businesses to spend less time navigating approvals and more time growing and creating jobs. Other jurisdictions, including Ontario, British Columbia, and Texas, have already implemented similar strategies with success.
