Where shelter facilities are located, the availability of on-site outdoor spaces and what level of services they offer, matters. Stakes are high for everyone effected, so the process of reviewing applications for shelter developments should involve stakeholder consultations that are open, transparent and led by City Council.
Bylaw and zoning changes are needed to ensure future shelters deliver the best possible service. The Chamber and Downtown Saskatoon believe that any future shelter applications should involve public hearings with final approval resting with City Council until these changes can be made.
