July 10, 2024Every four years, the Saskatoon Chamber engages in the provincial revaluation consultation, addressing potential changes to the percentages of value (POV) for the upcoming cycle. In these consultations, we always take the opportunity to address structural concerns with Saskatchewan's property tax model and advocate for provincial changes. These proposed changes include:
•Moving to property reassessment cycles every two years to align valuations with market conditions, increasing predictability and stability.
•Removing the percentage of value (POV) system to simplify the tax structure and establish parity among property classes.
•Differentiating tax levels using mill rates and mill rate factors for nuanced tax policies.
Of the scenarios presented in the consultation, we believe that creating parity between pasture and cultivated land would be the most beneficial for the province. This approach will help ensure fairness and equity across different types of agricultural properties, promoting stability and growth in the agricultural sector.
We believe these steps will enhance transparency, predictability, and fairness in our property tax system, making Saskatchewan a more attractive place for investment and growth.
